Comment(by dsd):

 Another idea: you can put scripts in /usr/lib/systemd/system-shutdown/ and
 they get run during shutdown. Might be useful to put some script there, to
 save ps list or something like that. Will be interesting to see if it gets
 executed. (Note that there's a script already there which remounts the fs
 readonly)
