 A form of this problem also occurs on XO-1.5, in five out of five
 attempts, but here the boot animation (XO icon with rotating dots) is
 shown, and the game pad keys toggle between that and a text virtual
 console.  There is no shell prompt available on that virtual console or
 the serial port, despite it being available earlier.  Last output also
 "runin-main: reboot".  Power button held down was responsive in each case.

 Enabling systemd debugging prevents the problem, 5 out of 5 attempts.

 But upon disabling systemd debugging, the symptom was gone, 4 out of 5
 attempts.  One attempt resulted in a hung EC, and the power button was
 unresponsive.  This appeared to be a different symptom.
