 can i get some clarification?  in the initial description, it sounds like
 this bug happens only very rarely.  but i'm seeing failure to wake during
 runin _very_ often.  like on every boot.  and in conversation it sounds
 like james is seeing it more than infrequently as well.  has the behavior
 changed?  or are our observations quite different?

 i think pushing fixes for #11964 will mask this bug (assuming EC wakeups
 are reliable), but if we really have an RTC issue, that would be good to
 know.

 perhaps we should do some runin tests on 11.3.0/1 with the EC wakeup
 disabled, to see if rtcwake is unreliable there, as well.
