Comment(by pgf):

 runin-sus currently uses _both_ the EC wakeup mechanism and rtcwake to
 force wakeups.  given #11964, it's entirely possible that in fact rtcwake
 has always been problematic (i.e., no regression), and that we've been
 getting reliable wakeups from the EC wakeup mechanism, which is currently
 broken.
