 Reproduced with a repeating five minute runin test (set RUNIN_SECONDS to
 300 in runin-tests), after 32 reboots across two systems.

 Reproduced again, with a debug console enabled (''systemctl start serial-
 getty at ttyS2.service'' inserted in runin-tests) but when the hang happened
 there was no response on the serial console.  The system continued to
 respond to the keyboard keys described above, but no virtual terminal
 access was available either.

 The debug console method was tested to work.

 There was no evidence of #11928.
