 It has the same impact as a kernel hang during runin, in that the follow-
 up forth script for uploading the pass or fail test result and preparing
 the laptop for the next phase ... cannot happen.  So the test operator
 will discover the units that have hung, and they will be rejected for
 further analysis.  This would lower the yield.  As a result, we would be
 asked to fix it before a build entered mass production.

 Previously, with 11.3.1, a runin completion would be handled immediately.

 Always occurs with #11928, so this might be a secondary symptom of that
 ticket.
