 Reproduced this or a similar hang on 12.1.0 os15 with a XO-1.

 No wifi configuration was ever setup on this XO-1, so it presumably was
 accessing or trying to access mesh networks at the time.

 Activation had been forced this boot with the lease coming from a USB
 stick.
