 production.  As a workaround, production can use an out-of-build runin.
 I'm inclined not to block release of 12.1.0.

 Martin and I chatted about this in a private session.  Demand for 1.5 is
 in a null at the moment.  So that coupled with the fact that we can
 deliver an on demand runin fix without a new build sets this as a high-
 priority but non-blocker.

 We need to fix it before the next 1.5 run but we don't have to drop
 everything and fix it now.
