 Thanks.  Then I agree with Richard that we would need to (a) reinstall
 older OS to test for regression, or (b) characterise the new behaviour,
 since it hasn't been done on XO-1.5 for a while.  Priority depending on
 production.  As a workaround, production can use an out-of-build runin.
 I'm inclined not to block release of 12.1.0.
