 Agreed - sleep 3 is undesirable. Unfortunately, it does look like this
 particular codepath hits boot time.

 Initially I tried to read /sys/bus/usb/drivers/udlfb instead of a udev
 rule, but it was a dead end (or at least Rube Goldbergian setup) for
 locating the right "/dev" device name.

 The driver takes quite a bit of time to get itself setup, you can see it
 in dmesg. Maybe the pseudo-device symlink appears under
 /sys/bus/usb/drivers/udlfb earlier. I'll test.

 An alternative may be to configure_xorg & -- nothing in olpc-configure
 interacts with it.
