 Two steps fix this:

  * olpc-configure.service, "After" line, add "udev-settle.service"
  * systemctl enable udev-settle.service

 OTOH, this slows down boot considerably. With _no_ sisusb device
 connected, from power button press to Journal icon appearing below XO
 icon:

  * udev-settle.service disabled: 37s
  * udev-settle.service enabled: 1m 13.3s

 We can just modprobe sisusbvga unconditionally.
