 On my personal XO-1.75 ramp unit I've done 4471 runin cycles without
 hitting this issue. Clearly some units are more likely to hit this issue.
 Unfortunately, the repro unit I played with at QSMC (which hit it after
 150 reboots) stayed at QSMC.

 My proposal at this time is to add capture of /proc/mounts to runin logs,
 so we can see if this is related to a failure to mount rwtab mounts.
