Comment(by martin.langhoff):

 The problem has been duplicated once on one of the problem machines with a
 run-in set to 30 seconds after about 150 reboots. To detect the problem,
 we change runin slightly to cmp /versions/pristine/884/etc/adjtime with a
 known good copy.

 Problem occurred on 1.75 MP machine running OS884.

 We suspect there is either a failure to bindmount the file (rc.sysinint
 processes /etc/rwtab) at boot time; or a race condition at shutdown, for
 example if two invokations of /etc/init.d/halt race against eachother.
