 This unit shows an error anytime I plug a USB storage device on the USB
 port on the right, the lower one.

 Under OFW, trying dir u: says

   Failed to set device address: 2
   Retrying with a delay
   Failed to set device address: 2
   Can't open directory

 Under linux, upon plugging any USB device the kernel reports, twice a
 second:

   hub 1-1:1.0: unable to enumerate USB device in port 4

 tested with asix USB-Ether, and various USB flash storage.

 Symptoms persist after several reboots.
