 I tried booting a system with /usr/bin/system-setup-keyboard and its
 generated file in /etc/X11/xorg.conf.d both removed, and it worked fine.
 So I think that is a red herring, even though you have identified why we
 used to have DontZap effective only on the second boot onwards (which we
 now fix by hardcoding in our X config file).
