 I am trying to force this to happen, unfortunately not getting anywhere.
 Two units here.

 One is booting, waiting 60s, check if X is up, if so update counter,
 reboot. Has done 170+ reboots.

 The other one has a similar script, but prunes all the files we create
 during first boot in an attempt to (imperfectly?) mimic a first boot after
 fs-update. Has completed 22+ reboots.
