 Here is what I believe is happening: system-setup-keyboard's job is to
 write an xorg conf snippet, but we are telling upstart to start
 simultaneously with prefdm _and_ olpc-kbdshim-evdev.

 In this error condiltion, it is probably crashing with a race with olpc-
 kbdshim-evdev.

 We also have the race with prefdm.
