#11408: system sometimes doesn't fully wake up

we've seen this with the RTC, and i've also seen it with the LID switch:
sometimes the SoC will get kicked out of sleep (VCXO_EN changes) but the
PJ4 core (apparently?) doesn't see the corresponding interrupt. the
result is an idle machine that appears to still be asleep, except that the
EC stops doing suspend-blink. keyboard input will often fully wake the
 laptop from this state.
