 OK, that sounds like a good explanation. Network activity is waking the
 system, and we use that as a trigger to not fall totally asleep. I'd be
 happy with closing this bug as this is the design.

 But... one thing to consider. Could network activity continue causing the
 time-to-blank timer extending out into the future, but not affect the
 time-to-dim one? That means that even if the system is constantly being
 woken up and sleeping entirely due to network behaviour, the screen dim is
 not affected, and at the same time, we maintain the behaviour of not
 sleeping completely.
