 I would note that both laptops showing the problem have a VID of 0.750V,
 not 0.728V.

 When I removed PR56 and PR49, and tied PU3.2 to GND and PU3.3 to +3.3V,
 the problem stops happening.   This implies that it is some instability of
 PU3 in switching between the idle Vcore voltage 0.728V and the running
 Vcore voltage.
