Comment:

 From research I presume this refers to the file upload/download icons
 which appear in the frame during a file transfer between XOs.

 Left-clicking them immediately shows the "right click" menu of options
 currently available for the current state of uploading/downloading a file
 via the Journal's send-to-friend feature.

 Tested in 11.2.0-18.
