 It's a potential problem because the default levels on ALSA controls seem
 to vary by XO version (1 vs. 1.5), how the hardware decides to initialize
 itself (#10729), and possibly Linux kernel versions (need to double check
 what I seem to be recalling here).

 If the control doesn't appear until after an action is taken, olpc-
 configure cannot set it at startup, requiring something to change it
 later.

 And as noted in #9920 the level definitely might require being raised a
 bit.
