calculate all active timers based off of stored start times, so there is
no extreme loss of time.
The time is unreliable over suspend; up to one second is lost because the
RTC is limited to seconds, and with #10757 the system time may fail to
adjust forward on resume on an XO-1.5.
Therefore the Stopwatch activity should block idle suspend while a timer
is running. I've a patch for that, tested on 10.1.3.
I've seen this in 10.1.3, so I change the affected version field of
ticket.
