 As pointed out in #10605, our post-build timezone change UI (in Sugar)
 does not affect GNOME.

 Initial steps to be taken to tackle this bug:

 1. Look at how timezone changing under GNOME works on a regular F14
 desktop, and if we can do the same thing sensibly in the Sugar control
 panel (I'm assuming that this changes the system timezone in a way that
 does not require direct root access)

 2. Look at how timezone changing under GNOME works on a regular F15
 desktop. I suspect it is different from F14 as GNOME3 had a lot of rework
 in this area. See if this is a viable option for us for the future.

 3. Investigate reading of Sugar's gconf timezone key from the GNOME
 codepath in olpc-session, where $TZ could be set appropriately during
 startup. If the regular-Fedora methods are not appropriate for us, this
 probably wouldn't be too hard or ugly to implement.
