 Sugar 0.90 has a keyboard dialog which allows layout changes.  We need to
 make sure it defaults/detects it should have to a keyboard model of OLPC
 and the appropriate layout.

 Right now it defaults to no known Keyboard Model on the two XO's I looked
 at and the first alphabetically-defined Keyboard layout.

 It looked like the XO's tested had properly defined keyboard information
 in the OFW tags for it, so ideally this is not the issue.  GNOME looked
 like it was figuring this it was on an OLPC keyboard with the proper
 language correctly.

 We may need different known layouts for the XO original and HS keyboards,
 but I'm not entirely sure on that point.

 Seen in 11.2.0 os5.
