 We cannot open the language control panel in Sugar if the user's ~/.i18n
 file corrupt or missing.

 If the corrupt panel is closed, it write an .i18n file out implying
 "None.None" is the language to use.  This then breaks Sugar's main wheel
 of favorite activities on the next restart.

 I believe in past testing I also found there are also other activities,
 etc., which seem to be unhappy if the LANG value is unset or invalid as
 well.
