#11562: invalid rtcreset.sig causes actos to be booted with no initramfs

---------------------------------+------------------------------------------
 There is an apparent problem with an error path through the rtcreset.sig
 checking.

 When RTCAR is enabled and if the system has an invalid
 /security/rtcreset.sig file in place (e.g. badly signed or expired), boot
 output appears as follows:

 {{{
 RTCRESET found - signature invalid
 Bad signature
 <snip>
 Trying int:\boot\runos.zip
 OS found - signature valid
 Not enough parameters
 }}}

 The kernel then crashes during boot due to not having an initramfs.

 Reproduced on XO-1.5 running Q3B23.
