 Given that we can not legally *replace* the English version with a
 translated version, what I would like to propose as a much simpler
 alternative is a general and global addition of:

 Unofficial translations of this license made be found at:
 https://www.gnu.org/licenses/translations.html

 As a footnote to the GPL and LGPL English license text files.

 This meets the requirement of attaching a valid license (which must be in
 English) as well as pointing interested readers to a gnu.org hosted
 resource of information in other languages that will always be more
 current and accurate than anything OLPC could maintain.

 This greatly simplifies OLPC's management of license files while
 simultaneously meeting legal requirements and addressing interest in other
 languages to the appropriate location.

 If desired, we could invite our L10n list to submit draft translations
 upstream for review and posting for languages not already present.
