 I think we're on the same page.

 If my suggestion is taken (use systemwide environment to detect the
 default keyboard layout if no user preference has been set, like GNOME),
 the "Reset to defaults" functionality becomes very simple: simply forget
 the user-defined preference. Sugar will then revert to taking the settings
 from the systemwide environment, which system components would have
 already programmed based on OFW data.
