 Sugar now has a keyboard control panel though which doesn't work on the XO
 platform.  So users can theoretically control toggle between keyboard
 layouts in Sugar, just like they do in KDE or GNOME.

 Perhaps this ticket should be better phrased as "Sugar keyboard dialog
 should detect the proper default settings {for any computer, including
 XOs} properly, and work when used on all platforms."

 As part of this work, we may want to trim out keyboard changing modifiers
 and layouts (such as Caps Lock) which are not present on the XO platform
 for OLPC specific builds, although external keyboards may still use these.
 If we should be using the generic Linux evdev model instead of "OLPC
 Membrane" or "OLPC Mechanical" then perhaps it needs a bit more of an
 overhaul.

 Also see related #10772, where it is suggested that we support using the
 OFW manufacturing data or similar to reset all the settings in said panel
 to something that makes sense.
