 That was on purpose. The Design Team should only decide on how it should
 behave (within the constraints of what's possible), not how it gets
 implemented.

 By downloading a new version (with automatic unpacking by the Journal),
 running an older version (again automatic unpack by the Journal) or
 modifying files in ~/Activities/foo.activity directly.

 Using the most recent mtime of files in the zip archive (resp. of
 installed files) should suffice. No change to the activities required.
