 Anyway, the menu is hidden by default in Gnome, I think we must use the
 same criteria.

 In Gnome you can change the visibility with:
 {{{
 gconftool-2 --set /desktop/gnome/interface/show_unicode_menu --type
 boolean true
 gconftool-2 --set /desktop/gnome/interface/show_input_method_menu --type
 boolean true
 }}}
 but sugar does not use these values.

 May be we can add one option in the language selection section in the
 control panel.
