 I'm not 100% sure about that. I believe scim is used since the other input
 method options couldn't support the locale in question well enough, that
 it is hardwired to come up automatically in that language, and that its
 hooked up to the regular "change language" key on the keyboard.

 So I'm not sure if there is a need to reach that menu, even where scim is
 used. but there could be...
