Yes I guess that is expected. Should be the same in previous builds.

Walter Bender says this is because the browser isn't technically busy as
downloads are done in the background. Download progress for downloads
initiated from Browse can be monitored from the Journal view in Sugar.

Using the cursor for that would not be the right choice. Firefox has an
indication in the panel at the bottom. One could probably solve it as well
with an animation indicating that it is going into the Journal. But yeah,
future...:)
