Comment:

 The problem is caused by the fact that the time required to read the timer
 count exceeds the per-count time, so it's easy for the test to miss seeing
 the specific target count.

 A related problem is that the count rate is sometimes mis-measured.

 Fixed by svn 1811.  Test in scp dev.laptop.org:~wmb/q2e43a.rom (XO-1) and
 q3a39b.rom (XO-1.5)
