 Reproduced.  The static nature of the display is caused by a DCON freeze
 done by ''ul-warning''.  A manual unfreeze is possible, and results in a
 much more active display that looks like missing sync.

 ''chvt'' entered over ''ssh'' hangs on VT_WAITACTIVE.  Unlike #9635
 however, the X server does not spin.  Killing the X server via ''ssh''
 makes no change.  Starting the X server via ''ssh'' causes new X process
 to hang also at VT_WAITACTIVE, Ctrl/C yields:

 xf86OpenConsole: VT_WAITACTIVE failed: Interrupted system call
 }}}

 #9635 has another hang of ''chvt'' which may turn out to be related
 somehow.
