Comment:

 the technique described in the previous comment has been present in powerd
 for several releases and OS builds, as of os121

 i believe the original description to be fixed.  i also cannot reproduce
 the "ssh server cat >/dev/zero" scenario.  the packets will keep the
 system awake.  if the system is allowed to sleep,
 they will wake it back up.  (tested with "ssh server myscript >/dev/zero",
 where "myscript" was "sleep 30; cat /dev/zero".

 i'm leaving open as "test in build" on the assumption that quozl will
 think of some other nefarious test case.
