 No, my understanding is that each activity instance uses (or should use) a
 different multicast group.  We would packet filter by telling the 8686
 which multicast groups we are members of, which would be equivalent to
 giving it a list of the activities we are currently members of.  No data
 inspection needed.

 I'd put it in terms of "we need to implement multicast group wakeups using
 the 8686, but it's not necessary to do before production starts".  What we
 have now is acceptable for now, even though it isn't the designed
 behavior.
