 When I issue "ethtool -s eth0 wul u" before the manual suspend, the
 wireless does stay associated.

 Why isn't that the default?

 After resume, iwconfig continues to show the associated state.

 On the next powerd idle suspend though, the wireless LED is extinguished
 and on resume iwconfig shows the device is no longer associated.

 So "we do suspends" without "ethtool wol u"?

 (This is with Network Manager stopped, on os115).
