 Aha!

 The failing machine has one of the new serial dongles attached.

 Disconnecting the dongle from the XO cable makes the system start
 normally.  Reconnecting the dongle makes it fail.  This is repeatable.

 Disconnecting the USB cable from the dongle makes the system start
 normally.  After the system has started, the USB cable can be reconnected
 to give access to the serial port.  This is repeatable.

 Flipping the "polarity" of the AC adapter by plugging it into the power
 strip the other way had no effect.  Moving the AC adapter to the same one
 that powers the host laptop had no effect.  That is not surprising
 considering the fact that the problem occurs with the AC adapter
 disconnected.

 Recall that connecting the serial port seems to reduce the frequency of
 the "page fault" problem.  I wonder if these two symptoms are related -
 albeit in opposite directions with respect to "working"?
