Comment(by hal.murray):

 I patched /usr/sbin/powerd to ignore network activity.

 ping -f killed it, but it took a while.  (?15 minutes)

 The WiFi LED was on.  It recovered when I poked the touchpad.


 It's possible that this will turn out to be a duplicate of #9960, but the
 WiFi LED was out on the event that started this bug and it didn't recover
 when I poked the touchpad.
