 i agree.  i investigated this on friday.

 alas, the keyboard produces nothing at all for Fn+F1 through Fn+F12.

 as far as i understand the EC code, the EC is sending up anything that's
 available.  richard, is this your understanding as well?

 wad -- are the available character codes set in stone?

 for a "high school" machine, having the F-keys available as their natural
 selves by default would probably make sense, esp. with the increased
 availability of a "normal" desktop.
