Comment:

 One of your base symptoms, inconsistently selected VT, bears some
 similarity to #9635 (chvt hangs after telinit 1 followed by telinit 5), in
 that:

 - the VT that should be shown is not,
 - the chvt hangs waiting for completion by kernel,
 - the Ctrl-Alt-F1 key sequence gives no response.
