Comment(by pgf):

 a) isn't that what chkconfig is for?  seems like a more discoverable way
 to turn it off.  unless you're talking about doing at build-time, in which
 case chkconfig would probably be harder.

 b) regarding the 4G machines, you're saying this because the only things
 that will be prelinked after build time are mostly rpm installs, is that
 right?
