Comment:

 Excellent analysis -- thanks for following this through. When I attach a
 USB keyboard to my XOs, I can repro the problem.

 So, running 'shutdown -h now' as root in Terminal.xo ...

  * no USB devices: normal shutdown
  * USB Flash disk connected: normal shutdown
  * USB keyboard connected, active but not used since boot: normal shutdown
  * USB keyboard connected & used during session: shutdown stalls as
 described -- Alt-F2 brings up the U/L VT and allows shutdown to complete

 Additionally:

  * Running a "normal" right-button-click-in-home Shutdown / Restart with a
 USB keyboard connected and in use: normal shutdown
  * Running shutdown -r now from VT1: normal shutdown
