 Further testing (thanks Quozl) reveals that the change in svn 1654
 (precursor to svn 1656) exacerbated #9423, to the extent that "dir u:\"
 took a very long time to complete on the second and subsequent tries.  I
 worked around that in svn 1969 by calling "set-config" only once after
 each power-up (boot or suspend/resume) of the USB mass storage device.
 (That checkin added similar set-config behavior to all of the USB device
 drivers.)
