Comment:

 Ahh, the plot thickens.

 This bug only appears on a B3/C1 which has not been ECOd to correct the
 suspend/resume power sequence.

 It appears on all unmodified C1 SKUs.  Since SKU D4 uses AO1016 voltage
 regulators, they are never ECOd and continue to show the problem.

 Changing C253 to 0pF on SKU D4 (speeding up the +3.3V rise time) has no
 effect on this problem.
