regards to the base image: do we specify an activity pack? If so, this
will attempt to pull in any deleted activities on any activity update.
I think we should match what we've done before.
In any case, it doesn't really matter - we don't expect anyone to deploy
an activityless image, it'll either be used for reference or combined with
a customization stick. And when using a customization stick, the activity
group URL can be (re)defined.
