 It is too big to be a glorified production suite.  I can't install my test
 files without deleting activities...

 I'm leaving it to Reuben to convey Peru's thoughts, but I would point out
 that our build process is based on adding activities and content to our
 base release.  Unless we are changing that, it will be necessary to start
 with a much smaller base release.
