 this ticket tracks the issues involved in using powerd.

   - control panel changes
   - changes to ohmd clients who which to inhibit suspend (currently know
 of Distance activity, and olpc-update (which uses a bitfrost library)
   - sugar's unfreeze of the DCON on startup
   - setting reasonable default configuration (e.g., see #100034)
